The North Sea Porpoise Conservation Plan: From concept to best practice
  • There is no unequivocal need for a North Sea Harbour Porpoise Recovery Plan.
  • The most constructive and efficient way to tackle problems faced by harbour por-poises is a tailor-made, area and problem focussed set of measures led down in a Conservation Plan.
  • The umbrella EU-legislation is helpful in the conservation management of harbour porpoises in the North Sea, however, significant gaps therin need to be acknowl-edged and addressed by all Range States.
  • Implementation of a Conservation Plan can only be successful if governmental and non-governmental organisations see a CP as their ownership and commit themselves individually to an implementation schedule.
  • Recent developments in abundance and distribution of harbour porpoises in the wider North Sea, require renewed views on traditional management criteria such as stock boundaries, relevance of MPAs, population status.
