Regional Consultation for Central and Eastern European Countries in support of the finalization of the International Regime on Access and Benefit-sharing

The Expert workshop was held at the International Academy for Nature Conservation Isle of Vilm, Germany, February 8th to 11th 2010, and organized by the German Federal Agency for Nature Conservation (BfN) in cooperation with the United Nations Environment Programme, the Secretariat of the Convention on Biological Diversity, CBD Bureau members from the CEE region and in close consultation with the Co-Chairs of WG-ABS

Background

In decision IX/12, paragraph 17, on Access and Benefit-sharing the Conference of the Parties (COP) emphasized the importance of consultations to advance the negotiations of the International Regime on Access and Benefit-sharing. It requested the Co-Chairs of the Ad Hoc Open-ended Working Group on Access and Benefit-sharing (WG-ABS) to be instrumental in organizing and facilitating such consultations during the inter-sessional period. It also encouraged Parties and stakeholders to carry out bilateral, regional and interregional meetings and consultations and called upon donors and relevant organizations to provide financial resources necessary for such meetings and consultations.

In addition the COP invited the United Nations Environment Programme (UNEP), governments and other international organizations to support regional and interregional consultations in close collaboration with the Secretariat.

In accordance with the above, a regional consultation for Central and Eastern European Countries (CEE) is being held on the Isle of Vilm, Germany, from 9-10 February 2010.

The consultation has been organised in close collaboration between the German Federal Agency for Nature Conservation (BfN) with its International Academy for Nature Conservation, the United Nations Environment Programme, the CBD Secretariat (SCBD), the two CBD Bureau members from the CEE region, and in close consultation with the Co-Chairs of ABSWG. The consultation is made possible by generous financial support from the German Ministry of the Environment, Nature Conservation and Nuclear Safety (BMU) and the UNEP.

Regional consultation aims

The purpose of this and other regional consultations is to help advance the negotiations of the International Regime on Access and Benefit-sharing.

The regional consultation provided an opportunity for the negotiators from the CEE region to consult and exchange views on the components of the International Regime during the current inter-sessional period, with a view to finalizing the negotiations of the International Regime at the ninth meeting of the WG-ABS to be held in Cali, Colombia, from 22-28 March 2010.
