Developing guidance for CBD-Parties on other effective area-based conservation measures

In 2010, the 10th Conference of the Parties to the Convention on Biological Diversity (COP 10/ CBD ) adopted the Aichi Biodiversity Targets as part of the Strategic Plan for Biodiversity 2011-2020. Target 11 calls for “at least 17 per cent of terrestrial and inland water areas and 10 per cent of coastal and marine areas” to be conserved by way of “well-connected systems of protected areas and other effective area-based conservation measures” (OECMs). Subsequently the CBD and the International Union for Conservation of Nature (IUCN) agreed that greater guidance is required to assist parties to the CBD and other rights- and stakeholders to implement and report on Aichi 11 including OECMs and the IUCN World Commission on Protected Areas (WCPA) established a task force to develop such guidance. Work is already ongoing to determine criteria for classification of OECMs, with an emphasis on criteria that ensure effective biodiversity conservation. The workshop on Vilm will build on earlier discussions to bring together a group of participants (20-25) from diverse geographical and institutional backgrounds to verify proposed criteria against selected case studies. Agreed criteria will then be presented to stakeholders at the World Conservation Congress in September 2016 culminating in guidance for consideration by national Parties at COP13 of the Convention on Biological Diversity ( CBD ) in December 2016.
