Hunted species protected according to Annex A to Council Regulation (EC) No. 338/97 and Appendix II of (CITES) or listed in Annex B of Reg.(EC) No. 338/97 and simultaneously in Annex XIII of Reg.(EC) No. 865/2006

For the import of hunting trophies for personal effects from third countries (countries outside of the European Union) from species listed in Annex A to Council Regulation (EC) No. 338/97 and in Appendix II of CITES or of hunting trophies of species listed in Annex B of Reg.(EC) No. 338/97 as well as in Annex XIII of Reg.(EC) No. 865/2006, both a CITES export document from the country of origin or export and a CITES import permit issued by the Federal Agency for Nature Conservation (BfN) are required.

The CITES import permit can be obtained from the BfN by ordering the forms code-numbered 221 and 222.

For the issue of an import permit, an opinion of the scientific authority is required, stating that the removal from the wild and the purpose of import is not detrimental to the survival of that species or population. You can make corresponding researches about current decissions in the database ZEET.The decision to issue the CITES import permit is arrived at on a case-by-case basis.

The import permit can only be issued following presentation of a copy of the CITES export document. Until a copy of the CITES export document has been forwarded, the application is retained by the BfN for resubmission.

The applicant can forward a copy of the CITES export document immediately upon receipt to the BfN, on fax number +49-228-8491-1319 or by post. If applicable it is also possible to make an arrangement either directly or through the hunt organizer to have a copy of the CITES export document sent directly from the issuing authority to the BfN at the applicant's expense. If the inspection by the BfN confirms the validity of the export document, the import permit is issued.

The applicant must ensure that the original and the yellow copy of the import permit issued by the BfN and the original of the export document are presented for clearance at the customs office at the point of entry into Germany respectively into the European Union. For this reason the applicant should inform the BfN as to where the issued import permit is to be sent. For example, the applicant can also nominate a person to meet him/her at customs at the point of entry and hand over the import permit for presentation at the customs office.

Should the applicant for whatever reason not be in a position to forward a copy of the CITES export document to the BfN before his/her return to Germany, the applicant will have no alternative but to leave  the trophies behind in the country of origin until an import permit has been issued.  Once the import permit has been issued, onward shipping of the trophies can be arranged.  In this case it is essential to keep the original export document together with the trophies, since it has to be presented to customs at the point of export.

The original documents are forwarded to the German Federal Agency for Nature Conservation (BfN) for entry into its statistical records. The importer keeps the yellow copy of the CITES import permit, stamped as proof of customs clearance. This document then has unlimited validity as the certificate of origin and ownership of the imported trophies. However the CITES import permit is combined with a prohibition on commercial use, which rules out any exploitation for commercial gain.

Any import of hunting trophies from the species listed below without the required documentation constitutes a criminal offence under Article 69 para 4 no 1 in combination with Article 71 (1) no 2 of the German Federal Nature Conservation Act (BNatSchG).

The provisions mentioned apply to the following species (only examples):

  • Brown bear (Ursus arctos)
  • Eurasian lynx (Lynx lynx)
  • Grey wolf (Canis lupus)
  • Grizzly bear (Ursus arctos horribilis)
  • Wild cat (Felis silvestris)

Species of annex B to Regulation (EC) 338/97 and additional listing in annex XIII to Regulation (EC) 865/2006

  • African Elephant-Annex B populations (Loxodonta africana)
  • Southern white rhinoceros (Cerathoterium simum simum)
  • Lion (Panthera leo)
  • Hippo (Hippopotamus amphibius)
  • Argali-wild sheep (Ovis ammon)
  • Polar bear (Ursus maritimus)
