The criterion for the delimitation of this habitat type is the dominance of Empetrum nigrum on inland dunes. Smaller level areas or smaller areas hosting other vegetation may be included. Thus small patches of wet heaths of dune slacks are also included.

Stands which are subject to scrub encroachment or uncontrolled grass growth up to a maximum of 40% may be included. Coastal Empetrum nigrum heathlands on Geest soils (at Cuxhaven) are to be considered under habitat type 2140.
