The German Federal Agency for Nature Conservation has commissioned this study to IUCN as part of getting a better knowledge of the effects and complex interactions of the CAP-instruments in order to enhance the development of sustainable agricultural policy as it is required by the Treaty of Amsterdam, and the results represent a useful basis for further work in this sector.

The study identifies two important changes to agriculture that present a threat to nature conservation: 1) intensification of agriculture both within the protected areas and in surrounding areas with shared ecosystems and 2) abandonment of agricultural production and letting arable lands become fallow within the protected areas. A significant influence driving these changes is the low profitability of agricultural production.
